• Grade: Position Duties/Responsibilities
• Chief Civil Engineer functionally responsible for all civil engineers.
• Administration of contracts for Civil and Site Development, utilities design prepared by A/Es.
• Perform civil site development design reviews and coordinate reviews with other disciplines and departments for site development packages.
• Prepare design guidelines for residential, industrial and Neighborhood Commercial centers analysis utilities for site development and infrastructure projects.
• Review site development designs for residential and commercial lots developed by private investors.
• Review Land Allocation Requests (LARs).
• Perform utilities studies.
• Utilize computer and computer codes to perform site development analysis and designs.
• Provide support to Construction Department and disposition field changes by issuing DCNs.
• Review, update and prepare revisions to Guideline Specifications related to site development.
• Provide technical guidance to all Civil Engineers on the project and be their functional manager.
• Develop and train Saudi Civil engineers.
• Conducts Annual Performance Reviews, coaching, and career development discussions with employees
• Coordinates the management of discipline design reviews (designs performed by the A/Es)
• Management of discipline technical documentation reviews that feed the RFP package
• Undertakes, technical and commercial reviews on engineering outputs from the A/Es, reviews contract documentation
• Undertakes design co-ordination meetings with the A/Es, project engineering and construction
• Proactively support the work execution by participating and supporting the team and individuals
• Promote the team, its capabilities and its accomplishments
Position Skills
• University/College graduate with BSc or BEng in Civil Engineering. Professional/Chartered Engineer preferred.
• Proven experience in planning and site development including design of roads, storm drainage and other utilities.
• Thorough knowledge of discipline engineering techniques, the design of engineered systems, and engineering and design calculations.
• Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
• Understanding of industry or regulatory codes and standards and design criteria pertinent to the particular engineering discipline.
• Demonstrated leadership and interpersonal skills.
• Proven ability to manage and lead a team of Civil Engineers, provide technical guidance and functional support.
• Skill in oral and written communication.
• Strong directional leadership, people management and communication skills.
• Proficient technical background in one or more discipline with strong understanding of the interfaces with all disciplines.
• Attributes: high performance / team building / decisive decision making.
• Technical skills: execution planning / financial management / planning and organizing.
• Multi-tasking co-ordination skill while executing complex and challenging project /program execution.
